Children's Trust Arrangements

The Government's model for how the every child matters vision can be achieved for every child and young person. Through integration between agencies at four levels:

» Integrated strategy

» Integrated processes

» Integrated front line delivery

 

Change for Children

The change programme every one of the 150 Local Authority areas are undertaking to develop and consolidate their children's trust arrangements in order to deliver the 5 ECM outcomes

Change for Children

In Gateshead we have seen significant progress in the implementation of children’s trust arrangements. In the 2006-9 Children and Young People’s Plan we set ourselves 4 “big picture” challenges:

  1. We want people to get the services they need when and where they want them
  2. We want to develop the Gateshead offer
  3. We want to develop more early intervention and preventative services
  4. We want to work with stakeholders to agree on the best model to deliver high quality, effective, value for money services.

This will be delivered by creating children’s trust arrangements through our Change for Children Programme.

This involves introducing:

  • Inter-agency governance – a strong Children and Young People’s Partnership and sub-structure with a clear delegated accountability framework
  • Integrated strategy – a clear Children and Young People’s Plan supported by a Joint Commissioning Strategy to ensure services are responding to need
  • Integrated processes – common tools and processes for practitioners to work together from the point of identification and assessment through to reviewing effectiveness
  • Integrated front-line delivery – creating area based arrangements for universal and targeted services with some co-location and better integrated arrangements for specialised services at the borough-wide level
